All the Sakuras would have their own minds but and this is key, at first they would react a lot like Sakura would (though not identically) before the blending set in so short term it would be really easy to coordinate or act along a preset plan (at least unless some of them were impulsive glory hounds, which could happen). Long term, the personality bleed effect might occur, leaving just a bunch of people with Sakura-like qualities.
But yes, a truly terrifying technique.

That would be a scary thought since all of her copies thus far have there own thoughts and opinions. Maybe that crossed the minds of the ANBU when they evaluated her technique and made it forbidden so quickly…and even if Sakura doesn’t know how to control the technique at the moment if someone finds a way to duplicate it it would be disastrous.

Although, it occurred to me today that if the people Sakura infects could infect new people her technique would be a truly devastating infiltration weapon where she could infect a guard who could infect their superior who could infect their superior until the target is run by Sakuras.

Well, the main difference I can see is that Pain needed specially prepared corpses, whereas Sakura can ‘infect’ living people with a touch (sometimes unintentionally) which is a bit more like a virus, though if her infected can’t make new infected it isn’t really viral.

I was wondering, does Sakura really have a “viral” chackra or does it work similar to how Nagato did the whole “Pain” act, but with multiple personas instead of a hive-mind?

It’s not really a reason per-say, just a chance for Itachi to remind the village elders that he’s still alive.

And, according to his bio in naruto.wikia, to remind the elders to not harm Sasuke – but I’m still trying to decide whether or not that’s the fangirls who updated his bio reading too much into madara’s explanation to sasuke, or some big point I missed when reading the manga.
